Four container berths worth nearly VND 25 trillion in Hai Phong approved for investment

Deputy Prime Minister Tran Hong Ha has approved the investment policy for a project to build four container berths at Lach Huyen Port in Hai Phong, with total capital of nearly VND 24.85 trillion.

The project is located in the Dinh Vu – Cat Hai Economic Zone and aims to develop a modern seaport system capable of receiving container ships with capacities from 12,000 to 18,000 TEUs. The berths will be synchronously connected to the logistics and rear free-trade areas, helping promote cargo circulation, develop the marine economy and implement the national seaport system plan to 2030, with a vision to 2050.

Under the plan, the four container berths will have a total length of approximately 1,800 m (450 m each), together with a 400 m barge berth for collecting cargo by inland waterway. The project also includes container yards, repair workshops, technical infrastructure and specialized loading and unloading equipment, on approximately 146 ha of land and water surface.

Investment will be divided into two phases. From 2026 to 2030, the first two berths will be built; from 2031 to 2035, the remaining two berths will be completed. The project operating term will not exceed 70 years.

Hai Phong City Administrative Center

The Hai Phong People’s Committee was assigned to organize investor selection in accordance with regulations, ensuring that land allocation, land leasing and the allocation of areas for land reclamation comply with planning, prevent budget losses, and protect the environment and national defense and security. The project may only be implemented after all legal procedures concerning land, the environment, technology and security have been completed.

The Dinh Vu – Cat Hai Economic Zone is a key national coastal economic zone east of Hai Phong, with a strategic position in the northern coastal region. With a planned area of more than 22,000 ha, it integrates a deep-water seaport, industrial parks, free-trade areas and logistics services, serving as an international trade gateway and promoting the development of the marine economy and urban areas in northern Vietnam.

Hai Phong is currently the largest seaport, industrial and logistics center in northern Vietnam after the merger with Hai Duong Province. The city is emerging as a new growth driver for the northern coastal region.
