Attending and delivering guidance at the first Congress of the Party Organisation of the Hai Phong City People’s Committee for the 2025–2030 term, Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee and Head of the Hai Phong National Assembly delegation, on behalf of the City Party Committee and its Standing Committee, respectfully acknowledged, praised and congratulated the Party Organisation, cadres and Party members of the City People’s Committee on their outstanding results and achievements during the past term.
He also highly valued the frank and serious spirit of self-criticism and criticism shown by the Executive Committee of the Party Organisation of the City People’s Committee regarding shortcomings in leading political tasks, Party building and mass organisations, and asked it to be determined to completely overcome the remaining limitations and ensure comprehensive fulfilment of the goals and tasks for 2025–2030.

The City Party Secretary stated that, entering 2025–2030, the city was facing a golden moment and historic opportunity, with all the conditions and resources needed for a breakthrough and rise that generations of leaders and Hai Phong people had been expecting. Unity and consensus among the Party Organisation, authorities, armed forces and people were becoming stronger. The scale of the economy and population and Hai Phong’s position as a growth pole of the Northern region and a strategic northern maritime gateway had been affirmed. Major national projects were under way, including the Lao Cai–Hanoi–Hai Phong high-speed railway, a new-generation free trade zone and Nam Do Son Port. In addition, the special mechanisms and policies under National Assembly Resolution 226 created an outstanding institutional framework, enabling the city to mobilise resources, attract talent and lead high-quality investment flows more proactively than ever.
However, alongside these opportunities, the city had to face global security and economic volatility, increasingly intense competition to attract resources, pressure to carry out digital transformation, green transformation and economic restructuring simultaneously, the need to upgrade synchronous infrastructure and train high-quality human resources, and the task of responding effectively to climate change and protecting the marine and island environment. Another very important task was narrowing intra-regional development gaps after the merger so that no region, locality or person would be left behind.

The City Party Secretary said that delay would cause the city to lose its advantages and breakthrough opportunities. This required the City People’s Committee to renew its thinking, raise its governance standards, make maximum use of special mechanisms and bring into play the strength of the entire political system, business community and people. It had to dare to think, know how to act and dare to take responsibility, turning opportunities into momentum for Hai Phong to break through and affirm its position as a modern, smart, sustainable and liveable international seaport city. The Party Organisation of the City People’s Committee plays an important role in determining the effectiveness of the city’s comprehensive leadership and administration.
The City Party Secretary agreed with the orientations, goals, tasks and solutions identified by the Party Organisation for 2025–2030, and suggested that it continue to promote several areas. These include building a clean, strong, comprehensive and exemplary Party Organisation of the City People’s Committee, linked with Party administrative reform and digital transformation in task performance; making the Executive Committee the centre of unity in will and action; maintaining democratic centralism, discipline and order; and promoting the exemplary role of cadres, especially heads. Internal unity is a matter of survival. Every cadre and Party member should rise above local interests and place the common interest and the interests of the city’s 4.6 million people first, ensuring stability so that the city can seize its golden opportunity, break through and develop.
With 54 Party organisations and nearly 21,000 Party members, the Party Organisation must renew its leadership methods, apply digital transformation strongly in management and report consolidation, and reform cell activities to understand grassroots conditions thoroughly. It should also accelerate digital transformation in government direction and administration, establish a unified digital data platform serving people promptly, accurately, transparently and effectively, strengthen inspection and supervision, tighten Party discipline and State law, and promptly detect and correct violations. Particular attention should be paid to receiving Party members and citizens and receiving, classifying, processing and resolving petitions and denunciations.
Personnel work must be a breakthrough and the “key of keys” for improving administrative capacity and strategic advisory work, awakening the aspiration for development and building a contingent of cadres and civil servants with ethics, dedication, vision and talent. Administrative discipline must continue to be tightened, applying the “six clear” principle in assigning tasks: clear person, clear work, clear time, clear responsibility, clear authority and clear result. Cadres should be assessed by results and products against clear quantitative criteria, with substantive effectiveness and the satisfaction of people and enterprises as the measure. Cadres who do not meet requirements should be replaced or referred to competent authorities. The City People’s Committee apparatus should be streamlined and effective; deputy positions arranged in accordance with regulations; and the two-level cadre and civil-servant workforce arranged professionally and modernly, with strong information-technology and digital-transformation skills to serve people and enterprises. The city should strive to maintain its national leading position in administrative reform.

The City Party Secretary asked the city to focus on strategic political tasks so that Hai Phong would become “a modern, smart, ecological and liveable seaport city, leading the country in industrialisation, modernisation, digital transformation, green transformation and innovation”. Specifically, it should resolutely implement Politburo Resolution 45, Conclusion 96, National Assembly Resolution 226 and the “four pillars” of Resolutions 57, 59, 66 and 68 to create breakthroughs in institutions, strategic infrastructure, regional links, international connectivity and the growth model. Relevant planning must be urgently prepared and adjusted to create room and momentum for rapid and sustainable development. A new-generation free trade zone should be established in 2025. Resources should be prioritised for synchronous infrastructure in the Southern Hai Phong Coastal Economic Zone so that it becomes a growth pole in 2025–2030. Strategic projects should be implemented, including the Lao Cai–Hanoi–Hai Phong railway, the coastal expressway, the East–West Hai Phong high-speed road, the Nam Do Son port–LNG power plant–industrial park complex, and the FPT education and science-technology complex. The city should study establishing a Northern Hai Phong Economic Zone by fully and synergistically exploiting the strategic advantages of Gia Binh Airport, Lach Huyen Port and connecting transport routes.
At the same time, Hai Phong should renew its growth model and restructure the economy to be modern, sustainable and self-reliant. Industry should be restructured toward modernisation and greening, prioritising high technology, semiconductors, AI and renewable energy, while traditional industries such as shipbuilding and mechanical engineering should be restored under new standards. The city should develop international logistics and green, smart ports, and expand river and maritime logistics. Cat Ba and Con Son–Kiep Bac should become international tourism centres, while large-scale, high-value commercial agriculture should be developed. Digital transformation, green transformation and innovation should drive development. Digital government, digital economy and digital society should be implemented comprehensively, with strong use of AI, big data and IoT. Smart urban areas, seaports and industrial parks should be piloted; an innovation ecosystem, science and technology parks, data centres and high-performance computing centres should be built. By 2030, Hai Phong must be the technology and innovation centre of the Northern Coastal region.

Culture, society and people should be developed comprehensively to improve quality of life and sustainable welfare. The social-welfare system should be completed so that no poor households remain by 2028; grassroots healthcare should receive coordinated investment and people’s health should be cared for from the outset; schools should be renovated and reinforced, with 90% meeting national standards. Social development, workers’ housing and reconstruction of old apartment buildings should improve living and settlement conditions. Hai Phong should strive to meet key criteria for a special-class city by 2030. National defence and security should be consolidated, external relations and international integration expanded, and Hai Phong built as a drug-free city. Bach Long Vi special zone should develop strongly in both economic and defence terms, regional links and international connectivity should be strengthened, and relations diversified to make Hai Phong an attractive destination for investors and international friends.
Immediately after the Congress, the City Party Secretary asked the Party Organisation of the City People’s Committee to urgently translate the goals, targets, tasks and solutions adopted by the Congress into annual and five-year programmes, plans and key projects with clear, countable outputs measured by socio-economic development indicators. Resources should be concentrated on key tasks rather than spread thinly; cadres should dare to think, know how to act and dare to take responsibility. Inspection and supervision should be strengthened, difficulties promptly removed, and the results and Resolution of the Congress disseminated seriously, systematically, consistently and effectively from the beginning of the term.
The City Party Secretary asked every cadre and Party member to turn love and pride in their homeland into strength, promote the traditions of the Heroic City and Cultured City, and turn opportunity into strength to raise Hai Phong to an Asian level—worthy of being a modern, smart, sustainable and liveable international seaport city. With the spirit of “Unity – Democracy – Discipline – Creativity – Development”, he expressed confidence that the Party Organisation of the City People’s Committee would successfully fulfil its goals and tasks for 2025–2030 and contribute to the city’s common development./.
