Le Ngoc Chau, Secretary of the Party Committee of the City People’s Committee and Chairman of the City People’s Committee, delivers the closing speech.

The Secretary of the Party Committee of the City People’s Committee and Chairman of the City People’s Committee said the success of the Congress resulted from the close and regular leadership, direction and contributions of the Standing Committee and Standing Board of the City Party Committee; the timely coordination, guidance and support of Party-building committees and relevant agencies; generations of leaders of the City Party Committee, Provincial Party Committee, City People’s Committee of Hai Phong and Hai Duong; and the efforts, unity, collective intelligence and sense of responsibility of all cadres and Party members throughout the Party Organisation. Among them were dedicated scientists who contributed thousands of opinions to the documents submitted to the Congress, as well as outstanding Party leaders and managers with extensive practical experience throughout the preparation process.

The Secretary of the Party Committee of the City People’s Committee and Chairman of the City People’s Committee respectfully thanked current and former leaders of the City Party Committee, Provincial Party Committee and People’s Committees of Hai Phong and Hai Duong over the periods, as well as the advisory and supporting agencies of the City Party Committee, for their attention, direction and favourable conditions for the Congress. He thanked grassroots Party cells and organisations for their active contributions to the documents and preparations. He also praised the responsible work of 295 official delegates representing more than 20,800 Party members throughout the Party Organisation, together with the supporting subcommittees, cadres, civil servants, public employees and press agencies that made an important contribution to the Congress’s success.

The new term brings many opportunities but also considerable difficulties and challenges. The successful first Congress of the Party Organisation of the City People’s Committee has great political significance and is an important foundation for the new development process. It requires every cadre and Party member to continue promoting a high sense of responsibility; act proactively; innovate and create; dare to think, dare to act and dare to take responsibility; and persist in the goal of “improving the leadership capacity and combat strength of grassroots Party organisations; building unity, democracy, discipline, creativity and development; determinedly making breakthroughs and building a clean and strong Party Organisation; and successfully leading economic, social, national defence and security tasks”. The Party Organisation is determined to successfully implement the 31 main targets, three strategic breakthroughs and three groups of key tasks and solutions set out in the Resolution.

Delegates vote at the Congress.

To concretise the Resolution, immediately after the Congress the Secretary of the Party Committee of the City People’s Committee and Chairman of the City People’s Committee asked subordinate Party committees and organisations to urgently develop action plans, organise study, understanding and broad dissemination of the Resolution among all cadres, Party members, civil servants, public employees and workers. They were also asked to develop programmes and plans suited to the functions, tasks and actual conditions of each agency and unit, ensuring serious and effective implementation and changes from the first months and first year of the term. In particular, they should advise on implementing the four major Politburo resolutions regarded as the “four pillars” of the new development period: Resolution No. 57 on science, technology, innovation and national digital transformation; Resolution No. 59 on international integration in the new situation; Resolution No. 66 on reforming lawmaking and law enforcement; and Resolution No. 68 on developing the private sector. At the same time, they should focus on effectively studying and implementing the project to build a model of socialism associated with socialist people in Hai Phong for 2025–2030 and the following years, an important matter agreed upon by the Congress.

The success of today’s Congress is an energetic starting point that affirms the role, capacity and political responsibility of the Party Organisation of the City People’s Committee in the new development period.

The Secretary of the Party Committee of the City People’s Committee and Chairman of the City People’s Committee called on all cadres, Party members, civil servants, public employees and workers throughout the Party Organisation to inherit and promote the traditions of the “Cultured Eastern Land and Heroic Port City”; strengthen unity, work together, overcome difficulties, act proactively, innovate and create, and strive to bring the Resolution into life soon. This will contribute to building heroic Hai Phong at a level comparable to Asia’s leading cities, making it a modern international seaport city and a national leader in industrialisation and modernisation; an internationally significant centre of economy, culture, education, training, science and technology; and a green, smart and liveable city, joining the country in entering a new era of strong and prosperous national development.

The Congress also announced the decision of the Standing Committee of the City Party Committee on allocating delegates to attend the 17th Hai Phong City Party Congress for the 2025–2030 term, with 13 official delegates and two alternate delegates./.
