Amid the enthusiastic atmosphere celebrating the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam, on the morning of August 19 the City People’s Committee held a groundbreaking ceremony for the resettlement area investment and construction project serving site clearance for the Lao Cai–Hanoi–Hai Phong railway investment and construction project in Duong Kinh Ward.
The ceremony was attended by Vice Chairman of the City People’s Committee Hoang Minh Cuong and representatives of relevant departments, committees and localities. The project groundbreaking ceremony was selected by the Government as one of the national online connection points.
With total investment of VND 283,949 million, the project is invested in by the Hai Phong Construction Investment Project Management Board for Transport and Agriculture Works. It is a Group B project with Grade III technical infrastructure.
The project covers 74,853.9 square metres and provides 470 land lots, meeting resettlement needs for approximately 1,880 people. Investment items include site preparation, internal roads, pavements, curbs and drainage channels; parking areas; water supply and drainage and wastewater treatment systems; electricity, lighting and communications; greenery and fire prevention and firefighting. Traffic safety will be organised in accordance with National Technical Regulation QCVN 41:2024/BGTVT on road traffic signs.
Once completed and put into operation, the project will provide modern, spacious and synchronised new homes for households subject to resettlement because of land recovery for the Lao Cai–Hanoi–Hai Phong railway project. It is also an important step in developing urban areas together with social welfare and improving people’s quality of life.

Implementing Prime Minister Pham Minh Chinh’s direction to commence the resettlement project serving site clearance for the Lao Cai–Hanoi–Hai Phong railway on August 19 and commence all stations and connecting roads in December 2025, Hai Phong directed the work decisively and focused its highest efforts on completing the procedures to launch the resettlement project in Duong Kinh Ward.
To accelerate progress, the city agreed in principle to contribute approximately VND 11,000 billion from the budget. Of this, nearly VND 6,000 billion is for site clearance and approximately VND 5,000 billion for construction investment in the railway branch to Nam Do Son Port and Nam Do Son Station.
The Lao Cai–Hanoi–Hai Phong railway through the city is approximately 90 km long and passes through 23 communes, wards and special administrative zones. Total land recovery is approximately 624.1 hectares, affecting 6,096 households, of which more than 1,700 require resettlement. The city will implement 14 resettlement projects covering approximately 60 hectares, ensuring modern and synchronised new homes for residents and contributing to the successful implementation of this national key project.
This is a particularly important project. Once completed, it will maximise the advantages of the Lao Cai–Hanoi–Hai Phong economic corridor, ensure effective connection of domestic and international railway networks, and be associated with national defence, security and international integration. In particular, the project will create an important impetus for the socio-economic development of Hai Phong and the wider region./.
