On the afternoon of August 25, 2025, the Hai Phong Economic Zone Authority (HEZA), chaired by Le Trung Kien, Member of the Standing Committee of the City Party Committee and Head of HEZA, held a dialogue with Korean enterprises operating in the city. The forum was important for listening to and receiving investors’ opinions, promptly resolving difficulties, creating momentum for sustainable development of the FDI business community, and affirming the city government’s commitment to accompany investors.

Overview of the dialogue.

Enterprise representatives speak at the dialogue.
At the session, representatives of Korean enterprises highly valued the city’s and HEZA’s attention and support throughout project implementation, considering this an important foundation for confidently producing and expanding investment. Many enterprises affirmed that they would continue increasing capital and expanding their scale, viewing Hai Phong as a long-term and strategic destination in their development in Vietnam. Alongside their appreciation, enterprises also raised obstacles related to construction-density regulations when developing new factories, the shortage of high-quality labour, frequent changes in tax regulations, and the need for synchronised technical and social infrastructure, especially housing, healthcare, education and entertainment services for industrial-park workers. The enterprises called for greater city attention to training and attracting human resources, improving the investment environment and implementing special policies to enhance the region’s competitiveness.

Speaking at the conference, HEZA leaders affirmed that the city leadership and HEZA always consider the success of enterprises to be the success of the locality. HEZA noted that the National Assembly had issued Resolution 226, allowing Hai Phong to apply many special mechanisms and policies, including establishing a free-trade zone, expanding the land fund for industrial-park development, and studying proposals for a Northern Economic Zone and specialised functional zones. At the same time, HEZA will receive stronger decentralisation and authority to proactively handle administrative procedures and reduce time and costs for enterprises. HEZA committed to directly directing the handling of recommendations within its authority and coordinating with ministries and sectors to resolve issues beyond its authority, ensuring that every investor proposal is received and handled promptly and transparently.

The dialogue reaffirmed Hai Phong’s determination to build an open investment environment and accompany enterprises, especially Korean groups and companies, which account for a large share of the city’s FDI structure. This was not only evidence of the policy of “putting enterprises at the centre of service”, but also an important step in the strategy to make Hai Phong a key economic growth centre of the country and achieve breakthrough development in the new period.
