On the afternoon of August 21, the Standing Committee of the Hai Phong City Party Committee met to discuss the investment policy for the Cat Bi Victory Monument Park Construction Project at Cat Bi International Airport and hear a report on the implementation and operation of the two-tier local government model. Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee and Head of the Hai Phong City National Assembly Delegation, chaired the meeting.

Secretary of the City Party Committee Le Tien Chau chairs the meeting.

At the proposal of the City People’s Committee Party Committee, the Cat Bi Victory Monument Park Construction Project at Cat Bi International Airport, Hai An Ward, has an estimated total investment of more than VND 119.6 billion from the city’s public investment budget.

The project will use approximately 2.68 hectares to build park infrastructure, including grounds, a square, trees, lawns, toilets, roads, pavements, parking areas, electricity and lighting supply, and water supply and drainage systems. The centrepiece will be a 14.4-metre-high bronze monument placed on a circular reinforced-concrete pedestal 9.9 metres in diameter and faced with a 4.5-metre-high stone relief.

Le Ngoc Chau, Deputy Secretary of the City Party Committee and Chairman of the City People’s Committee, speaks at the meeting.

The Cat Bi Victory Monument Park is envisioned as a unique and impressive sculptural work that will introduce visitors to a dynamic port city integrated into the international community and pursuing sustainable development as soon as they arrive in Hai Phong. It will also add value and create a historical and cultural landmark in Hai Phong’s urban landscape, which is developing strongly toward the sea.

After hearing the report and opinions from delegates, the Standing Committee of the City Party Committee agreed in principle to invest in the project and assigned the City People’s Committee Party Committee to direct its implementation in line with approved plans and ensure effective use of public funds in accordance with regulations.

Permanent Deputy Secretary of the City Party Committee Do Manh Hien speaks at the meeting.

At the same meeting, the Standing Committee of the City Party Committee heard and commented on a report on the implementation and operation of the two-tier local government model.

According to the report, the two-tier local government model has been implemented across the city under the decisive and unified direction of the City Party Committee, the City People’s Council, the City People’s Committee and the Vietnam Fatherland Front Committee of the city since July 1, 2025. To date, the two-tier local government system has basically operated stably and smoothly, gradually meeting the requirements of social management in the new situation.

Departments, sectors and localities promptly rearranged and consolidated their organisational structures and assigned officials, civil servants and public employees to localities, agencies and units, ensuring that the city’s political system operated under the new model from July 1, 2025. The Standing Committee of the City Party Committee directed specialised agencies to regularly inspect, guide and advise on compliance with central regulations and guidance; promptly supplement, amend and issue rules and regulations; and clearly define the functions, tasks, authority and responsibilities of each Party committee, agency and unit, ensuring consistent and smooth leadership and direction.

Implementation has been carried out with strong determination by Party committees and coordinated involvement of the political system. Communications have been intensified to ensure publicity and transparency and build consensus among officials, Party members and the people.

However, implementation still faces difficulties and obstacles: the workload of officials and civil servants has increased while the apparatus continues to be streamlined; some highly specialised fields, such as healthcare, construction, transport and planning, lack personnel; facilities and working equipment at commune level are not yet consistent and information technology infrastructure remains limited; and the quality of commune-level officials and civil servants is uneven, with some still not meeting task requirements.

The Director of the Department of Home Affairs gives an opinion at the meeting.

At the meeting, the Standing Committee of the City Party Committee discussed and proposed many solutions to address limitations and shortcomings and continue operating the two-tier local government model in the city effectively and smoothly.

Concluding this matter, City Party Committee Secretary Le Tien Chau, on behalf of the city leadership, acknowledged and highly valued the efforts made by departments, sectors and localities during the initial period of operating the two-tier local government model.

He asked departments, sectors and localities to continue identifying, reporting and proposing solutions to difficulties and obstacles in implementation and urgently resolve issues within their decentralised authority.

Regarding key tasks for the coming period, the Secretary assigned the City Party Committee’s Organisation Commission to continue advising the City Party Committee on filling vacant positions in localities. The Department of Home Affairs will continue advising the City People’s Committee Party Committee on organisational consolidation and personnel work, and urgently advise the City Party Committee’s Executive Committee on a resolution concerning personnel work.

The City People’s Committee Party Committee must urgently and effectively implement Plan 196/KH-UBND on the rotation, transfer, secondment and reinforcement of officials and civil servants. This requires an accurate assessment of the current situation, a clear determination of actual needs and priority for capable personnel who meet task requirements and can support localities.

The city will continue developing plans to evaluate officials and civil servants according to KPIs, ensuring objectivity and fairness and avoiding undue pressure that affects their morale and work motivation. Professional training and guidance for commune-level officials and civil servants will be strengthened.

At the same time, departments, sectors and localities will continue reviewing work procedures according to criteria of speed and simplicity, eliminating cumbersome steps and procedures while ensuring compliance with regulations.

Specialised city agencies must urgently guide localities in the financial settlement of repairs to offices and public administration service centres. They will continue consolidating and proposing solutions for benefits and policies for redundant officials, civil servants and public employees and non-specialised workers at commune level after administrative-unit and organisational restructuring, in accordance with regulations. They will also study the decentralisation of revenue sources and state-budget collection tasks to localities.

The Secretary asked the City People’s Committee Party Committee to direct the Department of Science and Technology to develop and effectively implement the “Digital Popular Education” programme throughout the city, so that information technology and digital transformation applications can be used effectively in operating the two-tier local government model and handling administrative procedures for residents.

The City Party Committee Office will take the lead and coordinate with units to consolidate difficulties and obstacles related to the operation of the two-tier local government model that exceed the city’s authority, in order to propose them to the central authorities.

The City Party Committee’s Propaganda and Mass Mobilization Commission will take the lead, coordinate with agencies and monitor the thoughts and aspirations of officials, civil servants and public employees for timely encouragement and rectification, preventing disunity and local factionalism after the merger and operation of the organisational apparatus. It will also implement housing and transport support policies for officials travelling from the western part of the city to work at the city centre, creating conditions for officials and civil servants to work with peace of mind.
