The First Congress of the Hai Phong City Party Organisation for the 2025–2030 term is a major political event for the Party Organisation, authorities, armed forces and people of the Port City.
This morning, September 26, at the City Conference and Performance Centre in Thuy Nguyen Ward, Hai Phong City, the First Congress of the Hai Phong City Party Organisation for the 2025–2030 term began its first working day.
The First Congress of the Hai Phong City Party Organisation for the 2025–2030 term takes place over one and a half days, from September 26 to 27. A total of 446 delegates attend the Congress, including 77 ex officio delegates and 369 appointed delegates. The Congress has three working sessions.
On the morning of September 26, the Congress is expected to elect the Presidium, Secretariat and Delegates’ Credentials Verification Committee; and approve its agenda, working regulations and internal rules. Delegates will hear a summary report of opinions from officials, Party members, the people and Party congresses at all levels on the 14th National Party Congress documents; present papers at the plenary session; comment on the documents of the 14th National Party Congress and the Hai Phong City Party Congress; and approve the summary report of opinions on the documents of the 14th National Party Congress.
On the afternoon of September 26, the Congress will hear and vote to approve the report on the verification of delegates’ credentials; continue presenting papers and commenting on the documents of the 14th National Party Congress and the Hai Phong City Party Congress; and hear a summary report of delegates’ opinions on the documents of the Hai Phong City Party Congress.
The First Congress of the City Party Organisation for the 2025–2030 term is a major political event for the Party Organisation, authorities, armed forces and people of the city. It is being held in a special and historic context, shortly after Hai Duong Province and Hai Phong City were merged to form the new Hai Phong City, with an area of more than 3,190 km², a population of nearly 4.7 million and the country’s third-largest economy. The two-tier local-government model officially began operating on July 1, 2025, creating a foundation for the city to enter a new stage of development.
The theme of the First Congress of the City Party Organisation is: Continue to improve the Party Organisation’s leadership capacity; promote the tradition of the “Heroic City” and the strength of great national unity; accelerate innovation; and turn Hai Phong into a modern, civilised Port City at the forefront of socialist construction.
The motto of the Congress is: Unity – Democracy – Discipline – Creativity – Development.
The First Congress of the Hai Phong City Party Organisation for the 2025–2030 term has two tasks: reviewing the implementation of the 2020–2025 term Congress Resolution based on the resolutions of the Party Organisations before the merger; and defining objectives, orientations, tasks and solutions for the 2025–2030 term, while discussing and commenting on the draft documents of the 14th National Party Congress.
The Congress has received the largest number of registered papers ever, with 156 papers submitted and included in the Congress proceedings; 17 papers are expected to be presented at the Congress.
Hai Phong City has also taken the lead in implementing Politburo Resolution No. 57-NQ/TW, carrying out comprehensive digital transformation. This includes applying digital technology in preparing for and organising the Congress and ensuring information safety and security, such as developing automatic attendance software using AI recognition technology and uploading Congress documents and working-session materials to the Digital Congress application.
The official session of the Congress on the morning of September 27 will be broadcast live on the channels and digital platforms of Hai Phong Newspaper, Radio and Television.
