Responding to Storm No. 10 and post-storm rain, floods, landslides, flash floods and debris flows – Following the direction of the Chairman of the City People’s Committee in Document No. 2470/UBND-NNMT dated September 28, 2025, on responding to Storm No. 10 and post-storm rain, floods, landslides, flash floods and debris flows, the Hai Phong Economic Zone Authority (HEZA) issued a document requiring units in the economic zones and industrial parks to strictly implement response measures and ensure the highest level of safety for workers and property.
Hai Phong Economic Zone Authority (HEZA) requests investors, enterprises, contractors and related units to focus on the following key tasks:
- Hai Phong Economic Zone Authority (HEZA) requests investors, enterprises, contractors and related units to urgently carry out key tasks. First, they must not let their guard down, regularly monitor weather forecasts and fully prepare storm-prevention and response plans, paying particular attention to preventing thunderstorms, tornadoes and lightning before the storm makes direct landfall.
- Units must strictly comply with the City People’s Committee’s directions in Official Letter No. 2465/UBND-NNMT, Urgent Telegram No. 09/CĐ-UBND and Scenario No. 03/KB-BCH on responding to Storm No. 10 (Bualoi), while promptly informing residents and businesses about developments in rain, storms, floods and landslides and guiding them on preventive measures.
- Proactively review and record damage, if any, mobilise resources for recovery, and keep rescue forces and equipment ready when needed. Maintain strict duty coverage, ensure uninterrupted information flow and promptly report emerging matters to the Authority’s Office.
- Investors of industrial-park infrastructure are responsible for inspections and implementation within their management areas, notifying secondary investors and contractors so they can coordinate responses to storms, rain, floods and landslides, and sending this official letter and related documents to the relevant units for implementation.
With a proactive, urgent and determined spirit, Hai Phong Economic Zone Authority (HEZA) calls on enterprises, investors and workers in the economic zones and industrial parks to work together on response measures and ensure the highest level of safety against Storm No. 10 and post-storm rain, floods, landslides, flash floods and debris flows.
