On October 9, Hai Phong Party Committee Secretary Le Tien Chau met with a delegation from the Korea Institute of Science and Technology (KIST), led by its Vice President Chang Joon Yeon, during the delegation’s participation in Techfest Hai Phong 2025.
Hai Phong is currently one of the country’s major industrial, service and logistics centers. It is pursuing the goal of becoming a modern, smart and sustainable industrial city in the spirit of Politburo Resolution No. 45. In this process, science, technology and innovation have been identified as key drivers of rapid and sustainable growth.
At the meeting, Party Committee Secretary Le Tien Chau emphasized that cooperation between Hai Phong and KIST has been concretized through practical programs, including technology exhibitions and introductions, technology supply-and-demand connections, and participation in seminars at Techfest HaiPhong 2025.
The meeting was intended not only to implement the cooperation contents signed in the memorandum of understanding between the Hai Phong People’s Committee and KIST in April 2024, but also to discuss and concretize matters exchanged and agreed with the KIST President in the Republic of Korea in August 2025, in preparation for the cooperation signing ceremony between the city and KIST scheduled for November 2025 in Hai Phong.

To realize this orientation and political determination, the city always attaches importance to and encourages international cooperation in science and technology, especially with leading reputable partners such as KIST, which has made major contributions to the development of science, technology and industry in the Republic of Korea for more than half a century. This cooperation will help promote the transfer of knowledge and advanced technologies while opening opportunities to build an innovation ecosystem serving the city’s sustainable-development goals.
At the meeting, Mr. Le Tien Chau proposed several areas in which KIST could study and support Hai Phong, including developing research units; technology transfer and focal points for receiving and transferring technology; and selecting an industrial cluster or park with demand for the institute’s advice on transforming it into a high-tech industrial cluster or park, as well as other areas in which the city needs support or technology transfer.
Hai Phong City committed to creating all favorable conditions for KIST and its Korean partners to successfully implement cooperation activities in Hai Phong. The Department of Science and Technology was assigned to serve as the information focal point connecting exchanges and cooperation activities in this area.
The Hai Phong Party Committee Secretary expressed his belief that, with the valuable sharing of experience and effective support from KIST, together with the city’s determination and existing potential, cooperation between the two sides would develop more strongly, substantively and effectively. This would make a practical contribution to the goal of turning Hai Phong into an innovation center of the northern region and the country.

On behalf of the delegation, Mr. Chang Joon Yeon expressed his sincere thanks for the welcome from Hai Phong city leaders and affirmed that KIST was ready to support Hai Phong and share its experience within its capacity and conditions. KIST would actively coordinate on the proposals and matters raised by Hai Phong at the meeting in order to provide specific, in-depth and effective advice suited to Hai Phong’s practical conditions.
“The delegation’s visit and working session in Hai Phong demonstrate the goodwill and interest of the city leaders in developing science, technology and innovation. Building on these positive beginnings, I hope KIST and Hai Phong will concretize the cooperation agreement, strengthen technology transfer and exchange more research programs, helping deepen the good relationship between Korean partners and Hai Phong in areas of mutual interest,” Mr. Chang Joon Yeon added.
Earlier that day, at the opening ceremony of Techfest Hai Phong 2025, Mr. Chang Joon Yeon, Vice President of KIST, and technology experts shared and contributed experience in current digital-technology development. They also spoke highly of Techfest Hai Phong 2025’s potential to create an innovation and science-and-technology platform that would gradually help Hai Phong become a leading digital-technology city nationally, regionally and globally.
