Adopting 19 important socio-economic resolutions
In his opening remarks, Le Van Hieu, Chair of the Hai Phong City People’s Council, said this was the third thematic session after nearly four months of reorganizing provincial-level administrative units and operating the two-tier local-government model. The apparatus is now basically stable and operating smoothly, meeting the requirements and tasks set out. In particular, the City Party Organization successfully held its first Congress for the 2025–2030 term, an important milestone opening a new development phase.

The session considered and decided on many important matters to enable the two-tier local government to operate more effectively, contributing to the successful achievement of 2025 targets and those for the following period. Although preparations were conducted urgently, they complied with regulations.
Accordingly, the 16th Hai Phong City People’s Council for the 2021–2026 term adopted 21 resolutions, including two on personnel and 19 on socio-economic matters.

Overview of the 30th session of the 16th City People’s Council for the 2021–2026 term.
At the closing, the Chair of the Hai Phong City People’s Council emphasized: “After half a day of active and urgent work, with a high sense of responsibility, the 30th session of the City People’s Council for the 2021–2026 term completed its agenda. At this point, we have just over two months left before the end of 2025. This is a ‘sprint’ period, decisive for successfully completing the socio-economic development targets for 2025 and the entire 2021–2025 period.”
To ensure that the City People’s Council’s resolutions quickly enter practice and are effective, immediately after this session the Council asked agencies, units, localities and City People’s Council delegates to focus on several key tasks.
The City People’s Committee must direct all levels and sectors, especially their heads, to urgently implement the resolutions just adopted by the City People’s Council. They must promote responsibility, initiative, creativity and decisive action; closely follow the task and solution groups for socio-economic development in the final six months of the year to review, forecast and assess the likelihood of achieving targets in each field.
On that basis, appropriate measures should be proactively established with clear people, work, timelines and effectiveness; inspection and supervision should be strengthened and difficulties promptly removed. Particular focus must be placed on implementing resolutions concretizing National Assembly Resolution No. 226—special mechanisms and policies of major importance with a direct impact on the city’s development and of concern to voters and residents. At the same time, the mechanisms and policies of the two localities before their merger should continue to be reviewed and assessed so that new policies suited to practical conditions and budget-balancing capacity can be proposed. This will ensure consistency and coordination and help improve people’s lives, especially social security and support for policy families and vulnerable groups.
The Standing Committee, Committees, delegate groups and delegates of the City People’s Council must continue to promote their role and responsibility in supervising compliance with the law and implementation of resolutions adopted by the Council; continue innovating and improving the quality and effectiveness of operations; and work flexibly alongside the City People’s Committee in deciding important and urgent socio-economic development issues.
