On the morning of November 10, Vice Chairman of the Hai Phong City People’s Committee Le Trung Kien conducted an on-site inspection and chaired a meeting to consider recommendations from An Phong Ward People’s Committee concerning site clearance for An Duong Industrial Park. Representatives of city departments, sectors, localities and relevant units also attended.

The An Duong Industrial Park investment and construction project has a total planned area of 196.1 hectares and is located in the former communes of Hong Phong, Bac Son and An Hoa, now An Phong Ward. Land acquisition and site clearance began in 2009 under Notice No. 147/TB-UBND dated April 21, 2009, and Decision No. 2101/QD-UBND dated October 16, 2009, of the City People’s Committee. To date, site clearance has essentially been completed and the City People’s Committee has handed over 192.7 hectares to the investor. For the remaining 3.44 hectares, the investor again requested site clearance in April 2023 to complete the project. At the city’s direction, the former An Duong District People’s Committee carried out the required steps: meeting residents, announcing the land-recovery plan, conducting inventories, preparing, publicizing and approving the plan, and paying compensation and support to households whose land was acquired. To date, 3 of 57 households have received compensation and support payments; 54 of 57 households have not agreed to receive payment or hand over the site for the project.
After the site inspection and hearing reports and opinions from departments, sectors and the locality, Vice Chairman Le Trung Kien acknowledged and highly praised An Phong Ward and the relevant departments and units for their efforts and sense of responsibility in implementing An Duong Industrial Park. He asked the An Phong Ward Party Committee and People’s Committee to continue reviewing and completing the site-clearance plan and hand over the land to the investor before December 15, 2025, for construction of the industrial park’s main road.
For Tham Viet Joint Investment Co., Ltd., the project investor, the Vice Chairman requested that sufficient funding, personnel, machinery and equipment be prepared so construction can begin immediately after the site is handed over, ensuring the project’s schedule and quality.
Regarding the remaining area, the Vice Chairman asked the An Phong Ward Party Committee and People’s Committee to continue mobilizing the entire political system and conduct advocacy and communication to complete site clearance and hand over the entire area to the investor in 2025.
The Vice Chairman also assigned the Hai Phong Economic Zone Management Board to take the lead and coordinate with the Department of Education and Training, vocational education institutions and enterprises to consolidate labor-demand needs at An Duong Industrial Park. It must also coordinate with the Department of Home Affairs to develop a project on an employment-introduction exchange serving the industrial park’s operations in the coming period./.
