The City Party Committee Standing Committee issued personnel decisions for agencies and units, effective December 1, 2025. Accordingly, Bui Hung Thien, City Party Committee member and Deputy Director of the Department of Agriculture and Environment, was assigned, transferred and appointed Chief of the City Party Committee Office.
Dang Xuan Thuong, City Party Committee member, Party Committee Secretary and Chairman of the Gia Loc Commune People’s Council, ceased participating in the Party Executive Committee and Standing Committee and ceased serving as Secretary of the Gia Loc Commune Party Committee for the 2025–2030 term; he was assigned, transferred and appointed Standing Deputy Head of the City Party Committee’s Internal Affairs Commission.
Nguyen Cao Lan, City Party Committee member and Standing Deputy Head of the City Party Committee’s Propaganda and Mass Mobilisation Commission, was assigned to work at the City People’s Council for introduction as Head of its Culture and Society Commission for the 2021–2026 term.
Tran Thi Hoang Mai, City Party Committee member and Director of the Department of Culture, Sports and Tourism, was assigned, transferred and appointed Standing Deputy Head of the City Party Committee’s Propaganda and Mass Mobilisation Commission.
Dong Thi Van, Deputy Director of the Department of Construction, was transferred and appointed Deputy Chief of the City Party Committee Office.

The conference also announced the Chairman of the City People’s Committee’s decisions relieving Vu Tien Phung, City Party Committee Standing Committee member and Vice Chairman of the City People’s Committee, of his concurrent position as Director of the Department of Home Affairs, and relieving Le Trung Kien, City Party Committee Standing Committee member and Vice Chairman of the City People’s Committee, of his concurrent position as Head of the Hai Phong Economic Zone Authority.
It also announced decisions effective December 1, 2025, including the transfer and appointment of Pham Van Thep, City Party Committee Standing Committee member and Director of the Department of Science and Technology, as Head of the Hai Phong Economic Zone Authority.
Sai Thi Yen, City Party Committee member and Deputy Chief of the City Party Committee Office in charge of the Office, was received and appointed Director of the Department of Home Affairs.
Tran Viet Tuan, City Party Committee member and Director of the Department of Foreign Affairs, was transferred and appointed Chief Inspector of the city.
Tran Thi Quynh Trang, City Party Committee member, Party Committee Secretary and Chairwoman of the An Duong Ward People’s Council, was received and appointed Director of the Department of Foreign Affairs.
Nguyen Thanh Trung, City Party Committee member and Head of the City People’s Council’s Culture and Society Commission, was received and appointed Director of the Department of Culture, Sports and Tourism.
Nguyen Cao Thang, City Party Committee member and Deputy Director of the Department of Science and Technology, was appointed Director of the Department of Science and Technology.
Trinh Nam Hung, Director of the Hai Phong West Construction Investment Project Management Board, was received, transferred and appointed Deputy Chief of the City People’s Committee Office.
Le Anh Tuan, Deputy Director of the Hai Phong West Construction Investment Project Management Board, was assigned to take charge of and administer the Board’s work until the Director position is fully filled.
