On December 1, Chairman of the Hai Phong City People’s Committee Le Ngoc Chau chaired a meeting to hear a report on the adjustment of the Hai Phong master plan for 2021–2030, with a vision to 2050.
The meeting was attended by former leaders of Hai Phong city and Hai Duong province over different periods; Vice Chairmen of the City People’s Committee; and leaders of relevant departments, agencies, functional units, communes, wards and special administrative zones.

During the adjustment of the city master plan for 2021–2030, with a vision to 2050, Hai Phong has set the goal of developing a modern and smart urban area, expanding its spatial footprint and raising its position in the Northern coastal region. The plan is based on a people-centred approach, open-ended development with a long-term vision, stronger regional links and a harmonious, rational allocation of development space.
The city gives priority to investing in strategic infrastructure, especially transport and digital infrastructure, seaports and key economic sectors. It also focuses on efficient resource use, environmental protection and proactive responses to climate change. These orientations are intended to lay the foundation for rapid, sustainable growth and improved quality of life, while providing an important basis for concretising the Party’s policies and orientations and the socio-economic development strategy for 2021–2030.

At the meeting, delegates shared many opinions on the approach, objectives, principles and legal foundations for adjusting the city master plan. Many stressed that Hai Phong’s development must closely follow the orientations and policies of the Party and the State and conform to higher-level plans. It must also be consistent with the country’s development vision, national strategies, the Red River Delta regional plan for 2021–2030 with a vision to 2050, the Resolution of the City Party Congress for the 2025–2030 term, and the new laws adopted by the National Assembly at its 10th session.

The delegates also said that the plan should proactively seize opportunities and make full use of the potential and advantages of a seaport city and regional connectivity centre, affirming its role as the North’s “main gateway to the sea”. It should orient Hai Phong toward becoming a modern marine-economy centre with international connectivity and a driving force for the development of the Northern region and the country. The plan must also ensure an appropriate distribution of development space between urban and rural systems and meet sustainable-development requirements in the coming period.

Concluding the meeting, Chairman Le Ngoc Chau respectfully acknowledged and thanked the former city leaders, scientists and experts for their heartfelt and responsible contributions, which helped improve the plan dossier to the highest quality.
The Chairman requested that, after the conference, departments, agencies and localities continue studying the plan and submit comments with the highest sense of responsibility to the lead agency before December 12. He also assigned the Department of Finance to urgently coordinate with the consulting unit to consolidate comments, revise and complete the dossier, and finish the report before December 27 for submission to the Prime Minister for consideration and approval in accordance with regulations.
