The Vice Chairman inspected three projects: the interchange connecting National Highway 17B with National Highway 5 and the Hanoi–Hai Phong railway; the East–West arterial road and its branch to the interchange overpass on National Highway 5; and the renovation, upgrading and widening of the section from the former Kim Thanh District Party Committee intersection to the Ngu Phuc roundabout.

After inspecting several project sites and hearing reports from the relevant agencies and localities, Vice Chairman Tran Van Quan acknowledged and highly appreciated the efforts of the Hai Phong West Construction Investment Project Management Board, the Kim Thanh Area Construction Investment Project Management Board, and the four communes in the Kim Thanh area where projects are being implemented. The Vice Chairman requested that investors overcome difficulties and decisively implement solutions to disburse 100% of the public investment capital allocated in 2025. They must actively coordinate with local authorities to resolve obstacles and accelerate site clearance; regularly inspect sites and urge contractors to increase manpower, equipment and necessary construction activities to keep projects on schedule; and coordinate the supervision and prompt handling of technical issues in compliance with regulations, avoiding prolonged interruptions. Investors must direct contractors to reduce dust and ensure environmental protection and occupational safety at project construction sites. The Hai Phong West Construction Investment Project Management Board must coordinate traffic regulation around the interchange connecting National Highway 17B with National Highway 5 and the Hanoi–Hai Phong railway to limit congestion.

The Vice Chairman also assigned specific responsibilities to departments, agencies and localities to lead and coordinate the resolution of difficulties at each project. The localities of Phu Thai, An Thanh, Lai Khe and Kim Thanh must review their works and projects and proactively and flexibly prepare for the next public investment period, ensuring that projects are effective and that local resources are mobilized. In the immediate term, these localities must coordinate efforts to improve environmental sanitation and maintain a green, clean and attractive landscape.

The project to build the interchange connecting National Highway 17B with National Highway 5 and the Hanoi–Hai Phong railway is invested in by the Hai Phong West Construction Investment Project Management Board. According to the investor, site clearance for the project was basically completed in April 2025. Construction began in December 2024 and is expected to be completed in December 2025. The project is currently about 70% complete. Disbursement in 2025 has reached 84% of the allocated capital plan, and the investor is striving to disburse 100% of the capital allocated for 2025. Construction is currently about three months behind schedule because of several difficulties and obstacles.

Specifically, the project is being constructed on National Highway 5, which remains open to heavy traffic, alongside the Hanoi–Hai Phong railway. This requires strict and complex traffic-safety measures, with priority given to maintaining smooth and safe road and railway operations throughout construction. The interchange has a complex technical design and must be built in a prescribed sequence. The project involves a very large volume of site clearance, affecting about 400 households with an estimated cost of VND 500 billion. About 200 households are located along the left side of National Highway 5 within the area for the traffic diversion road in phase 1; land origins are complex, and many technical infrastructure systems must be relocated. The project has also been affected by weather, numerous storms and shortages of materials.

According to the Kim Thanh Area Construction Investment Project Management Board, it is currently carrying out 16 construction projects. Three projects are facing site-clearance problems, while two projects are behind their planned disbursement schedule.
