Accordingly, at the venue in Le Chan Ward, Hai Phong, groundbreaking ceremonies were held for three grade-separated intersection construction projects at Le Hong Phong – Nguyen Trai, Bui Vien – Le Hong Phong, and Bui Vien – Vo Nguyen Giap streets. All three projects are invested in by the Hai Phong Traffic and Agricultural Works Construction Investment Project Management Board.

These are among 13 works and projects in Hai Phong launched or inaugurated to mark the 79th anniversary of National Resistance Day and welcome the 14th National Party Congress. They also form one of the city’s two main venues connected directly to the centrally organized program for groundbreakings, inaugurations, and technical openings of projects and works.
Speaking at the groundbreaking ceremony, Hai Phong City People’s Committee Chairman Le Ngoc Chau emphasized: “This is an event of profound political and social significance, helping awaken national pride, solidarity, self-reliance, self-strengthening, and the aspiration to advance among the Hai Phong Party organization, authorities, and people. The works are also important because they help complete infrastructure, expand development space, create more jobs, promote economic growth, ensure social security, and gradually improve people’s quality of life.”
In road and rail transport, the projects launched include three grade-separated intersections at Le Hong Phong – Nguyen Trai, Bui Vien – Le Hong Phong, and Bui Vien – Vo Nguyen Giap, as well as the Infrastructure Investment Project connecting facilities at Hai Duong Nam Station, part of the Lao Cai – Hanoi – Hai Phong railway project.
At the inauguration ceremony for seven buildings of the Evergreen Trang Due Social Housing Project, one of the city’s two main online venues connected to the central program, buildings CT1, CT2, CT3, CT5, CT6, CT7, and CT8 were inaugurated. They are located in the Trang Due New Urban Area – Commercial Services and Workers’ Housing, An Duong Ward.

The Evergreen Trang Due Social Housing Project is planned on an area of more than 31,300 m² and includes 10 apartment buildings, each 15 stories high. Once fully completed, the project will put 2,538 apartments on the market, meeting housing needs of workers, employees, and policy beneficiaries in Hai Phong. For this inauguration alone, approximately 1,770 apartments are ready for handover, helping address housing needs in a timely manner, especially as residents prepare to welcome Tet in the Year of the Horse 2026.
Other works and projects include the groundbreaking of the investment project for connecting infrastructure to stations and station squares along the railway (Component Project 1: investment in connecting infrastructure to stations and station squares under the Lao Cai – Hanoi – Hai Phong railway construction investment project) on the access road to Nam Hai Duong Station in Yet Kieu and Gia Loc communes.
The project will be linked to the southern coastal economic zone and Hai Phong’s new-generation Free Trade Zone. The section through the city is more than 110 km long, comprising the main line and two branch lines, passing through 23 communes, wards, and special zones, with six stations and three technical operation stations. Groundbreaking this project is an important step toward completing interregional transport infrastructure, especially railways, and strengthening transport and logistics capacity.

Next came the groundbreaking of the mixed-use construction investment project at Lot 1.14/CTHH-01 (Component Project 1: investment in a 41-story commercial services and apartment building) in the Bac Song Cam New Urban Area, Thuy Nguyen Ward.
The groundbreaking also took place for the investment, construction, and infrastructure business project of Luong Dien – Ngoc Lien Industrial Park in Cam Giang Commune, with an area of approximately 150 ha and total investment of more than VND1,764 billion. The An Tho Industrial Cluster in An Hung Commune was also launched, with total investment of more than VND479 billion and an area of nearly 50 ha.
The An Phu Industrial Cluster in Tran Lieu and Kinh Mon wards was launched, with an area of 47.4 ha and total investment of VND695.389 billion. The Dung Tien – Giang Bien Industrial Cluster in Vinh Thuan Commune was also launched, with an area of nearly 50 ha and total capital of approximately VND487 billion. Ground was also broken for the housing construction investment project in the area of Alley 226 Le Lai, Ngo Quyen Ward, with total capital of VND5,234 billion.
Ground was broken for the project to build new emergency, technical and paraclinical buildings; technical, paraclinical, and inpatient facilities; and examination, administrative, technical, and inpatient facilities at Hai Duong General Hospital in Le Thanh Nghi Ward, with investment of VND736.8 billion.
The Investment Project to build a logistics services center, a petroleum and cargo port, a petroleum depot, and a commercial services area, covering 37.17 ha with total investment of nearly VND1,989 billion, was launched in Nguyen Dai Nang Ward.

In particular, launching transport, logistics, industrial, and healthcare infrastructure projects will not only help expand development space and improve urban quality but also affirm Hai Phong’s determination to serve as a growth pole, logistics center, and modern industrial center of the Northern Coastal Region.
The series of groundbreakings and inaugurations of works and projects welcoming the 14th National Party Congress reflects the emulation spirit and strong political determination of Hai Phong’s Party organization, authorities, and people in the new development period.
