Pursuant to Decision No. 3989/QD-UBND dated October 6, 2025, issued by the City People’s Committee promulgating the plan to organize the 2025 online contest on administrative reform in Hai Phong City.
The Hai Phong Economic Zone Authority announces that all cadres, civil servants, public employees and workers of its specialized divisions and affiliated public-service units are invited to participate in the 2025 online contest on administrative reform in Hai Phong City.
The contest aims to disseminate information and raise awareness among cadres and civil servants about the Party’s guidelines and policies and the State’s laws concerning the importance of administrative reform, while promoting their active participation in implementing the State’s overall administrative-reform program for 2021–2030. It will contribute to building a democratic, professional, modern, streamlined, effective and efficient administration with the capacity to create development, integrity and public service. Combining theoretical learning and understanding (the multiple-choice round) with creativity and communications on administrative reform (the slogan-creation round) will help spread the spirit of “service-oriented administration” in practice.
The contest covers the Party’s guidelines and policies, State laws, documents issued by central ministries and sectors, and Hai Phong City’s documents on state administrative reform for 2021–2030, including: Government Resolution No. 76/NQ-CP dated July 15, 2021, promulgating the State’s overall administrative-reform program for 2021–2030; Politburo Resolution No. 57-NQ/TW dated December 22, 2024, on breakthroughs in science and technology, innovation and national digital transformation, with a vision to 2045; Decree No. 78/2025/ND-CP dated April 1, 2025, of the Government detailing a number of provisions and measures for organizing and guiding the implementation of the Law on Promulgation of Legal Documents; Government Decree No. 118/2025/ND-CP dated June 9, 2025, on carrying out administrative procedures through the single-window and interconnected single-window mechanisms at the One-Stop-Shop and the National Public Service Portal; Prime Minister’s Directive No. 23/CT-TTg dated September 2, 2021, on accelerating implementation of the State’s overall administrative-reform program for 2021–2030; Decision No. 3470/QD-UBND dated August 27, 2025, of the City People’s Committee promulgating the plan to implement the State’s overall administrative-reform program for 2026–2030; Decision No. 3041/QD-UBND dated July 26, 2025, of the City People’s Committee promulgating Hai Phong City’s administrative-reform plan for the last six months of 2025; and Plan No. 215/KH-UBND dated August 25, 2025, of the City People’s Committee on applying information technology and digital transformation in Hai Phong City’s state agencies during the last six months of 2025; …
The contest consists of two rounds:
– Round 1: A multiple-choice test on software, based on the Organizing Committee’s question bank, covering the Party’s guidelines, the State’s policies and laws on administrative reform, and relevant documents of central ministries and sectors and Hai Phong City.
– Round 2: Creation of a slogan for administrative-reform communications.
Contest schedule:
a) Round 1, the multiple-choice test, will run for four consecutive weeks, from November 3, 2025, through November 28, 2025.
b) Round 2, the creation of an administrative-reform slogan, must be completed and submitted to the Contest Organizing Committee before November 11, 2025.
