Determination of land rent and water surface rent in the Economic Zone (Collectively referred to as land rent)

* The order of execution:

– Step 1: Officials of the One-Stop Department receive, inspect and guide investors. If they submit a complete and valid application, they receive it and write down "receipt slip and appointment to return results". Transfer the dossier with the opinion of the Management Board Leader to the Department of Natural Resources and Environment Management to process the dossier. 

– Step 2: Department leaders, based on the work needs and professional capabilities of officials and civil servants in the department, assign specialists to handle the problem.

In case the dossier does not meet the conditions for confirmation, within 05 working days, there will be a written notification to the investor to supplement and complete the dossier.

In case the dossier is complete and valid, it will take no more than 03 working days to coordinate with the Department of Natural Resources and Environment, Department of Finance, and City Tax Department to determine land rent.

– Transfer documents to the Department of Natural Resources and Environment to prepare cadastral information.

– From the date of receiving the cadastral information transfer form, the amounts that cannot be deducted and the amounts that are deducted from the financial obligations regarding the transferred land are based on the specific land price approved by the City People's Committee;

– From the time of receiving the document from the Department of Finance (if any) on the land that the land user has advanced to make compensation and support site clearance;

– Determine the land rental amount.

– Step 3: Send “Payment Notice” to the land tenant to make payment to the state budget; At the same time, notify the land rent payable to the cadastral dossier sending agency and tax agency.

– Step 4: The land tenant, based on the land rent payment notice of Heza Hai Phong Economic Zone, directly pays (cash or bank transfer) at the payment location according to the notice.

* How to perform:

– Investors submit documents and receive results directly at the Department of receiving and returning results of administrative procedures of the HAI PHONG ECONOMIC ZONE AUTHORITY.

– Through the postal system.

* Ingredients and quantity of documents:

a) Document components:

– Decision on land allocation and land lease

– Documents related to subjects who do not have to pay land rent; Subjects are exempted or reduced land rent.

– Documents related to land compensation and land support for people whose land is recovered according to regulations.

– Other related documents (if any), including:

– Documents where land use fees have been paid and now converted to land lease (submit a copy with the unit's confirmation stamp and present the original to compare with the copy);

– Certificates of eligibility for investment incentives according to investment promotion laws (copy).etc

– All documents must be submitted in originals. If you do not have an original and submit a copy, it must be certified by a state notary public.
