(HPDT) - Resolution of the 16th City Party Congress clearly states: By 2025, Hai Phong city will basically complete the cause of industrialization and modernization (CNH-HOS); become a modern industrial city. The city is focusing on mobilizing resources to develop high-tech industrial park infrastructure, striving to have 2025 more industrial parks and 15 industrial clusters meeting modern standards by 23. According to Mr. Le Trung Kien, Member of the Standing Committee of the City Party Committee, Head of the HAI PHONG ECONOMIC ZONE AUTHORITY, the process of building industrial parks is being promoted very urgently, making an effective contribution. Bringing the Resolution of the 16th Congress of the City Party Committee to life.
More large-scale industrial parks
The good news for Hai Phong city and An Lao district is that in early 2021, the Prime Minister approved the adjustment of the administrative boundaries of Dinh Vu - Cat Hai Economic Zone associated with the expansion of Trang Due Industrial Park phase 3. Accordingly, , 687 hectares in 4 communes: An Tien, Truong Thanh, Truong Tho, Bat Trang (An Lao district) are planned to build an industrial park. Immediately after that, HAI PHONG ECONOMIC ZONE AUTHORITY; Saigon-Hai Phong Industrial Park Joint Stock Company and An Lao district coordinate very closely with city sectors to implement steps to build industrial parks. Currently, zoning and planning have been basically completed, reviewing the area and types of land that must be cleared; The number of households and organizations that have to move... At the same time, the investor has a detailed plan and urgently implements procedural steps to have a place to build infrastructure and attract investment there. The investor commits to building a modern, civilized industrial park, attracting high-tech industrial projects and also having utility areas such as worker housing, commercial centers, and cultural institutions. ... Hai Phong city and An Lao district are placing high expectations on this industrial park because it promises to bring great benefits, significantly contributing to economic growth and realizing the city's social goals. .
It can be said that this is a good start for the city's plan to build 15 new industrial parks in the period 2021-2025. Head of HAI PHONG ECONOMIC ZONE AUTHORITY Le Trung Kien said, 15 new industrial parks have total area of 6700 hectares. For comparison, after nearly 30 years, Hai Phong currently has only 12 industrial parks, with a total area of less than 5000 hectares. This is a huge step forward and also clearly shows Hai Phong's determination on the path of industrialization and modernization.
Happily, the new industrial parks in Hai Phong's construction process during this term all have specific roadmaps. Accordingly, Xuan Cau Industrial Park and non-tariff zone in the Hai Phong International Gateway Port area with an area of 752 hectares has been approved by the Prime Minister for investment policy, and land allocation is expected to be carried out in 2021. South Trang Cat Industrial Park in Trang Cat ward with an area of more than 200 hectares in Hai An district and Thuy Nguyen Industrial Park with an area of 319 hectares are reporting to the Ministry of Planning and Investment for appraisal and submission to the Prime Minister to decide on investment policies. A number of other industrial park development projects have been approved by the Standing Committee of the City Party Committee and are carrying out the next procedural steps, striving to allocate land to investors in 2022 such as: Cau Cuu Industrial Park, An Lao district, 105 meters wide. ha; Tien Thanh Industrial Park, Tien Lang district is 450 hectares wide; Giang Bien 2 Industrial Park, Vinh Bao district 350 hectares; An Hoa Industrial Park, Vinh Bao district 200 hectares; An Hung-Dai Ban Industrial Park, An Duong district, 450 hectares... In addition, there are a number of projects that are implementing planning procedures such as: Sao Mai Industrial Park, Vinh Quang commune, Tien Lang district, 407 hectares; Vinh Quang Shipbuilding Industrial Park, Tien Lang district is 600 hectares wide; Vinh Quang Industrial Park, Vinh Bao district is 350 hectares wide; Ngu Phuc Industrial Park, Kien Thuy District 910 hectares... HAI PHONG ECONOMIC ZONE AUTHORITY said that there are also a number of projects expected to be implemented in the years 2023-2025 such as: Cai Trap Island Industrial Park, Cat Hai District 250 hectares; Nam Cau Kien Industrial Park phase 2, Hoang Dong commune, Thuy Nguyen district, 194 hectares wide...
Thus, it can be seen that 15 industrial parks to be built in the period 2021-2025 are clearly identified, including many large industrial parks approved and being implemented drastically and urgently, confirming feasibility. More importantly, industrial parks are built according to modern and civilized criteria, implemented by potential and experienced investors, with clear timelines for land allocation, infrastructure construction and investment attraction. This is also the clearest evidence of Hai Phong's attractiveness as well as the "heat" of industrial real estate in the most dynamic seaport city in the North.
Open many development opportunities
Hai Phong's policy of developing new industrial parks is part of the city's long-term economic development strategy but also comes from the great effectiveness of existing industrial parks in recent years.
To date, Hai Phong has 12 industrial parks in operation, including 8 industrial parks in Dinh Vu-Cat Hai Economic Zone and 4 industrial parks outside Dinh Vu-Cat Hai Economic Zone, attracting 570 domestic and foreign projects (403 FDI projects with a total investment capital of 17,1 billion USD and 167 domestic investment projects with a total investment capital of 145.885 billion VND equivalent to 6,2 billion USD). By 2020, industrial parks and economic zones account for nearly 80% of industrial production value and over 70% of the city's export turnover, contributing to increasing budget revenue, improving competitiveness, and the ability to integrate internationally. of the city's economy. Thanks to the development of industrial parks, the economic structure of the districts has changed significantly, attracting many local workers with increasingly stable and rising incomes, effectively contributing to improving people's living standards. rural areas, bringing about comprehensive change in the countryside, fulfilling the goal of "separation from the countryside, not separation from the homeland".
Comrade Le Trung Kien, Head of the Management Board of Hai Phong Economic Zone, Hai Phong emphasized that the Resolution of the 16th Congress of the City Party Committee clearly stated that in the 5 years 2020-2025, 3 economic pillars are identified as industry. high technology, seaport - logistics, tourism - trade according to the process of industrialization and modernization of the city as proposed by Resolution 45 of the Politburo. The industry will be restructured in the direction of focusing on developing key industries such as: automobile industry, machine manufacturing, electronics-informatics and high-tech industrial products... During the 5-year term of office. In this regard, we must strive to increase the index of industrial production (IIP) by an average of 21,5%/year; The proportion of processing and manufacturing industries in GRDP by 2025 will reach from 41% to 43%; The proportion of value of high-tech industrial products in the processing and manufacturing industry in 2025 will reach from 47% to 49%. To achieve those goals, developing industrial parks is one of the decisive factors. Only when the city is always ready with clean land can it attract potential investors. HAI PHONG ECONOMIC ZONE AUTHORITY with assigned roles, functions and tasks has close coordination with ministries, central branches and city branches; proactively develop plans and roadmaps; promote administrative reform and modernization; Efforts to invite and attract investors to build industrial park infrastructure as well as secondary investors.
With those practical actions, Hai Phong will achieve the goal of building and developing 15 industrial parks during this term; Achieving the set industrial growth goals, effectively contributing to GRDP growth reaching an average of at least 14,5%/year, of which industry - construction increased by 19,2%/year; Bringing Hai Phong's GRDP proportion in 2025 to 6,4% of the country's GDP, 23,7% of the GDP of the Northern key economic region; Average GRDP in 2025 reaches 11.800 USD/person; worthy of Hai Phong's position and role as a driving force in development for the whole region and the whole country.
In 5 years, from 2016 to 2020, industrial parks and economic zones in the city contributed to the total state budget revenue (import-export revenue and domestic revenue) of 31.769 billion VND. In 2020, budget contribution reached 8.803 billion VND, equal to 88% compared to the same period last year, reaching 107% of the plan. In the first 5 months of this year, despite being heavily affected by the COVID-19 pandemic, businesses in industrial zones still had a growth rate of more than 20% in revenue; Export turnover increased by more than 30%; Budget payment increased by 10%. Industrial parks have created jobs for nearly 160.000 workers with an average income of 10,5 million VND/month./.
