Meanwhile, Mr. Ha Van Cung, Head of the HAI PHONG ECONOMIC ZONE AUTHORITY, Tay Ninh Province, proposed that the Ministry of Planning and Investment advise the Government to adjust Decree No. 82/2018/ND-CP towards application. At the same time, the latest regulations do not mention delegation of authority from a state administrative agency to another agency.
According to Mr. Cung, the lack of direct decentralization will greatly affect the functions and tasks of state management of industrial parks and economic zones, as well as the activities of management boards as prescribed in Decree 82/2018. /ND-CP and it is very difficult to implement the current "one-stop shop" mechanism.
