Many inadequacies and problems

However, the recent development of industrial parks and economic zones also revealed certain limitations.

Specifically, the planning for the development of industrial parks and economic zones does not clearly demonstrate the overall strategic vision. In some places, the planning and development of industrial parks and economic zones is not close to development needs and the ability to attract investment, and is not sustainable and balanced in terms of economy, society and environment. The concentration of industrial parks in a number of localities and national highways puts great pressure on the technical and social infrastructure in the area surrounding the industrial park.

Besides, the development model of industrial parks and economic zones is still slow to innovate; The quality, efficiency of investment attraction and land use efficiency in industrial parks and economic zones are still not high; Industrial parks and economic zones are not developed sustainably and economically, environmentally and socially; Investment support for developing technical and social infrastructure inside and outside industrial parks and economic zones is still low compared to demand...

Propose solutions and recommendations

Deputy Minister Tran Duy Dong said that at this conference, there were 3 groups of issues focused on discussing to develop industrial parks and economic zones in the coming time. These are: legal framework for the development of industrial parks and economic zones; develop new models; reform the state management apparatus for industrial parks and economic zones. These are important issues, related to the Government's policies and orientations in the coming time.

"Therefore, the Ministry of Planning and Investment wishes to continue to receive cooperation and coordinated research from relevant ministries, branches, localities, businesses, experts, and scientists", Deputy Minister Tran Duy Dong said.

Mr. Bruno Jaspaert shared that it is currently the case that small-scale FDI projects, around a few tens of millions of dollars, receive more support than projects with capital up to billions of dollars, at least in administrative procedures. Consider licensing to increase investment capital... This goes against the general trend, because in developed countries, large enterprises with global brands are always given priority.

Also according to Mr. Bruno, in reality today, there are many infrastructure enterprises with limited financial capacity, so it is difficult to invest in essential infrastructure items such as water supply, waste treatment, transportation, and housing. in... "Licensing industrial park infrastructure projects is currently quite easy, there are no regulations on investor capacity, especially ensuring financial resources to implement the project," Mr. Bruno said.

According to Mr. Bruno, it is necessary to soon have regulations on the obligations and responsibilities of infrastructure enterprises. That is, it is necessary to set high standards for businesses investing in industrial park infrastructure, then consider and license the project.

Meanwhile, Mr. Ha Van Cung, Head of the HAI PHONG ECONOMIC ZONE AUTHORITY, Tay Ninh Province, proposed that the Ministry of Planning and Investment advise the Government to adjust Decree No. 82/2018/ND-CP towards application. Decentralized mechanism for the management board of industrial parks and economic zones to replace the current authorization mechanism.

Representatives of the management boards of industrial parks and economic zones in many localities proposed that the Provincial People's Committee, while waiting for the adjustment of documents on the management of industrial parks and economic zones, should immediately decentralize a number of tasks that fall under their authority but have not yet been assigned. Decentralized or partially decentralized or implemented under the authorization mechanism for the fields of environmental management, construction, labor...

In addition, in order for the operations of the management boards to be stable, long-term, and commensurate with their positions and roles in local socio-economic development, it is recommended that the functional branches advise the Government and submit them to the National Assembly for approval. Mr. Ha Van Cung, Head of the HAI PHONG ECONOMIC ZONE AUTHORITY, Tay Ninh province, shared that in terms of organizational structure, the HAI PHONG ECONOMIC ZONE AUTHORITY is not a specialized agency. At the same time, the latest regulations do not mention delegation of authority from a state administrative agency to another agency.

According to Mr. Cung, the lack of direct decentralization will greatly affect the functions and tasks of state management of industrial parks and economic zones, as well as the activities of management boards as prescribed in Decree 82/2018. /ND-CP and it is very difficult to implement the current "one-stop shop" mechanism.
