This is one of a series of programs to realize the "Eastern Expressway Economic Connection Cooperation Agreement" signed on July 28, 07 by VCCI and 2022 provinces of Hung Yen, Hai Duong, Hai Phong, Quang Nam. Large exports in the fields of electricity, electronics, mobile phones, automobile assembly, shipbuilding, textiles and garments; Initially forming supporting industries in these industries in Hung Yen, Hai Duong, Hai Phong. 

Only as of July 7, in the provinces and cities on the Eastern Expressway axis, there are 2023 economic zones and industrial parks, of which Hai Duong has 87 industrial parks with a total area of ​​about 24 hectares. Hai Phong has 4.508 Dinh Vu - Cat Hai economic zone and 01 industrial parks with a total area of ​​25 hectares. Quang Ninh has 12.702 economic zones (including 5 border gate economic zones, 3 coastal economic zones) and 2 industrial zones, with a total area of ​​about 16 hectares. Hung Yen: 388.671 industrial parks with an area of ​​17 hectares.\

However, the occupancy rate of industrial parks is currently only about 50%; In which, although Hai Duong has attracted 348 projects (as of June 30, 6), it has only reached an average occupancy rate of about 2023%; Hai Phong is the highest on the highway axis with an occupancy rate of approximately 51% (as of 60) with an average investment rate of 2021 million USD/ha; Quang Ninh has 9 industrial parks in operation with a new occupancy rate of 8% - lower than the national average. The number of industrial parks is in the stage of implementing investment procedures with a total capital of 43. million USD and 4.100 domestic projects with a capital of 40 billion VND; Hung Yen has 21.000 investment projects in industrial parks with investment capital of 261 million USD, however the occupancy rate in Hung Yen industrial parks is 4.434%.

However, the planning and investment in developing industrial parks in 4 provinces and cities still reveals some shortcomings: Although it is a key industrial region of the country, the development speed of industrial parks is still slow, the occupancy rate is still low. The occupancy of many industrial parks is still low, the ability to provide industrial services and technical infrastructure of some industrial parks is still limited. Most industrial parks have difficulty attracting large, professional investors to develop industrial parks and lack initiative in attracting secondary investors. 

The industrial production industry focuses on attracting, the attracting countries are quite similar, leading to reduced attractiveness and competitiveness. As the main axis with many industrial parks, National Highway 5 is currently in an old and degraded condition. Regional linkages in the value chain are still quite low, raw material areas are not large-scale. In addition, currently the scale of industrial land, especially clean land with large areas for industrial parks, is still quite limited. 

Stemming from that factor, the Vietnam Confederation of Commerce and Industry (VCCI) and Hai Phong City People's Committee jointly organized the Forum "Linking to develop the Eastern Expressway Industrial Park".

The forum aims to provide a panorama of investment and infrastructure development in industrial parks and industrial clusters in the Eastern expressway provinces for investors, investment promotion organizations and related organizations. At the same time, create favorable conditions for businesses in 4 provinces located on the Eastern Expressway axis to joint venture, associate, and connect with each other to effectively exploit investment resources and facilities of each unit. source of goods and other support services to expand the service supply network to improve competitiveness, reduce transportation costs and intermediary costs of businesses in the domestic and global supply chain. However, there are still some shortcomings such as the occupancy rate of many industrial parks is still low, the ability to provide industrial services and technical infrastructure of some industrial parks is still limited. Most industrial parks have difficulty attracting high-caliber, professional development investors and lack initiative in attracting secondary investors. Regional linkages in the value chain are still quite low, raw material areas are not large-scale.

In particular, the ability to meet social infrastructure requirements of institutional works serving industrial parks and industrial complexes such as worker housing, schools, hospitals and research centers has not been invested synchronously, most of are using the social infrastructure of surrounding residential areas and urban areas.
