The Congress is an opportunity for the entire Party Committee to objectively and comprehensively review and evaluate the results achieved in the past time. From there, it sets out specific directions, goals and solutions for the coming term, in order to meet the increasingly high demands in the context of Hai Phong Economic Zone continuing to affirm its role as a growth pole and leading socio-economic development driver of the city and the Northern region. This is even more meaningful when local authorities at all levels are being restructured to serve people and businesses more effectively under a two-tier model.
