Hai Phong National Assembly Deputies give opinions on socio-economic development and law making and enforcement

On October 26, the National Assembly discussed in groups the results of the implementation of the 10 socio-economic development plan; the projected 2024 socio-economic development plan; the implementation of the Constitution; the implementation of laws, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee; the State budget; public investment; financial plan; the policy of adjusting the National Land Use Plan for the 2025-2021 period, with a vision to 2030; the policy of additional investment of state capital at the Joint Stock Commercial Bank for Foreign Trade of Vietnam (VCB); the draft Law on Electricity (amended).

 Comrade Le Tien Chau, Secretary of Hai Phong City Party Committee chaired the discussion at group 4 on socio-economic development and law enforcement.

Speaking at the group discussion, delegate La Thanh Tan (Hai Phong) agreed with the viewpoint that institutional building is a resource, a driving force, and a goal of development; building laws with an innovative mindset. The delegate also pointed out some limitations in law enforcement such as outstanding debts and slow issuance of documents; lack of detailed regulations and instructions for law enforcement; inadequate decentralization and delegation of power, still concentrated in the Central Government; still having the wrong roles and not being able to memorize the lessons... The delegate reflected on the overlapping of legal documents, even some new laws such as the Land Law also soon revealed difficulties and problems. The delegate suggested stronger handling measures, with mechanisms for independent organizations with good experts to participate in law making, meeting development requirements.

       Delegate La Thanh Tan also pointed out some difficulties in developing industrial parks and economic zones from the reality of Hai Phong, and proposed that the Government soon complete the draft Law on Economic Zones and Industrial Zones to submit to the National Assembly for consideration and approval. Along with that, he proposed that the Government soon issue a decree to replace Decree No. 02 of 2017 in the direction of increasing the level of support for people suffering losses in agricultural production due to natural disasters, especially after storm No. 3, the losses in agricultural production of localities, including Hai Phong, were quite severe.

Delegate La Thanh Tan mentioned the current situation of population aging; laziness to give birth, late marriage among young people, affecting future human resources, and suggested that the Government soon have solutions to handle it. According to the delegate, this problem is currently only at the communication level, the effectiveness is still modest. According to the delegate, there needs to be a clear investigation into the causes of late marriage, laziness to give birth, and reference to the experiences of some countries to have timely and effective solutions, including early amendment of the Population Law, institutionalizing the Party's new viewpoint on population...

Delegate Tong Van Bang (Hai Phong) proposed solutions to overcome the slow issuance of sub-law documents; some decrees and circulars when issued are of low quality and not up to date. Dissemination of legal education also needs to be further strengthened, especially for those who have many difficulties in accessing legal documents...

           Delegate Tong Van Bang also mentioned the labor and employment situation. According to the delegate, the current increase in informal labor affects the general development and social stability. Currently, the number of enterprises withdrawing from the market is increasing, and it will increase sharply in 2024, affecting the employment of formal workers. In addition, the target of increasing labor productivity is not achieved because the rate of untrained workers is still high. The delegate proposed that the Government pay attention to training and retraining workers to improve the quality of human resources, contributing to increasing labor productivity, meeting the country's development goals.

Delegate Nguyen Chu Hoi (Hai Phong) proposed that the policy of adjusting the National Land Use Plan for the 2021-2030 period, with a vision to 2050, needs to be realistic and objective, avoiding taking advantage of adjustments and not accurately reflecting the land use needs of the industry, locality and region.

The delegate also said that in the Planning Law, there are two plans: national land use planning and national marine spatial planning. Of which, the implementation of national marine spatial planning is slow, the Government and the National Assembly need to find a solution soon. According to the national marine spatial planning, within the range of 2 nautical miles or more, coastal provinces and cities have the right to exploit and use, but there are still problems and need to specify and specify smaller spaces to grant accurate exploitation licenses. The delegate also suggested that the Government needs to find a solution to develop marine aquaculture to reduce illegal exploitation and fishing; currently, out of 6 coastal provinces and cities, no locality has assigned fishermen to properly farm marine aquaculture...

Regarding socio-economic development, delegate Nguyen Chu Hoi said that, in addition to solutions to ensure GDP growth, more attention should be paid to the health of the economy, ensuring long-term sustainability and stability. Along with that, the country's resources depend on the openness of policies, so we should evaluate and review whether our policies are truly open or not; focus on liberating people's strength and liberating business resources.

Delegate Nguyen Hong Dien, Minister of Industry and Trade, emphasized some points of interest in the draft Electricity Law (amended).

          Regarding the Electricity Law (amended) project, delegate Nguyen Hong Dien (Hai Phong) said that since 2004, the Electricity Law has been amended four times, but this amendment is comprehensive and comprehensive, aiming to resolve current shortcomings and problems related to electricity issues; meet the requirements of integration with countries in the region on electricity; institutionalize the Party's policies on electricity, avoid overlapping between this law and other laws; meet the increasing demand for electricity; develop power sources with great potential, especially renewable energy... In addition, in reality, special mechanisms are needed to decide on investment policies for urgent electricity projects...

Delegate Nguyen Hong Dien also emphasized the urgent need to amend the Electricity Law, requesting National Assembly deputies to continue to pay attention, contribute comments, and complete the draft Law, submit it to the National Assembly for consideration and approval, and meet the electricity requirements in the country's development./.
