On the afternoon of January 16, Deputy Prime Minister Tran Hong Ha handed over Decision No. 1/QD-TTg on the establishment of the Southern Hai Phong Coastal Economic Zone to Hai Phong City.
Reporting on the establishment of the Southern Coastal Economic Zone of Hai Phong at the Conference, Mr. Le Trung Kien, Head of Heza Hai Phong Economic Zone Board affirmed: This is an important event marking a historical turning point in the development process of Hai Phong City, opening up a development space, a new growth driver.
From there, we aim to build Hai Phong into a smart, modern, and sustainably developed seaport city, worthy of regional and international stature in accordance with the spirit of Resolution No. 45-NQ/TW dated January 24, 01 of the Politburo and Conclusion No. 2019-KL/TW dated September 96, 30 of the Politburo on the construction and development of Hai Phong City.
Mr. Le Trung Kien, Head of Heza Hai Phong Economic Zone, briefly reported on the establishment of the Southern Hai Phong Coastal Economic Zone.
The Hai Phong Southern Coastal Economic Zone, with an area of about 20.000 hectares, is oriented to be a multi-industry, international economic zone, with development pillars being high-tech industry, modern logistics services, smart urban areas, eco-tourism, and a pilot free trade zone.
The Southern Hai Phong coastal economic zone is expected to develop with more than 3.000 hectares of seaport with a length of 12 km, more than 4.000 hectares of industrial land, 1.800 hectares of urban land and over 1.000 hectares of Free Trade Zone. The total investment is expected to be about 2030 billion USD by 8; by 2040, it will attract about 40 billion USD in investment, import and export will reach over 70 billion USD, attract 400.000 workers, and create accommodation for over 500.000 people.
Perspective of Hai Phong Southern Coastal Economic Zone
With its strategic location, the gateway to the sea of the North, Hai Phong is located in the Northern growth engine area (Hanoi - Hai Phong - Quang Ninh), belonging to the economic corridor of Kunming (China) - Lao Cai - Hanoi - Hai Phong - Quang Ninh; the economic corridor of Nanning (China) - Lang Son - Hanoi - Hai Phong - Quang Ninh; the coastal economic corridor (Quang Ninh - Hai Phong - Thai Binh - Nam Dinh - Ninh Binh), playing a particularly important role. Building a southern coastal economic zone is not only for Hai Phong but also creates regional development linkages, increases national competitiveness, makes the most of the advantages of its strategic location and the gradually improving regional transport infrastructure.
In addition, the coastal route through the heart of the southern coastal economic zone of Hai Phong is gradually taking shape. At the same time, the Ninh Binh - Hai Phong expressway, planned to be completed before 2030, will help goods from the northern coastal provinces shorten the connection distance and facilitate connection with Nam Do Son port.
This is not only a new economic growth driver but also the basis for Hai Phong to affirm its position as a maritime economic center, an international logistics service center, an important growth pole of the region and the whole country. The establishment of the Economic Zone will create conditions for the city to pilot new policy mechanisms, create an open and favorable investment environment, attract domestic and foreign resources to realize the set goals.
By 2030, the Southern Coastal Economic Zone of Hai Phong will become the main driving force of the Hai Phong City economy, equivalent to 80% of the capacity of the Dinh Vu - Cat Hai Economic Zone. This economic zone will play a particularly important role in connecting with neighboring economic zones, forming a chain of coastal economic zones, serving as the driving force for the development of the whole region.
Deputy Prime Minister Tran Hong Ha presented Decision No. 1511/QD-TTg on the establishment of the Southern Hai Phong Coastal Economic Zone to Hai Phong City.
The new coastal economic zone in the South of Hai Phong was decided to be established along with 4 new industrial zones approved by the Prime Minister for investment (Nomura - Hai Phong phase 2, Vinh Quang phase 1, Trang Due 3, Nam Trang Cat), bringing the total number of industrial zones operating in the city to 18 with a total area of about 7.378 hectares (an increase of nearly 1.300 hectares), 2 economic zones with a total area of about 42.540 hectares will create new space for Hai Phong city, creating momentum for Hai Phong to make further breakthroughs in attracting investment in the coming time.
In particular, the new generation free trade zone will be the focus of the economic zone's development according to successful models in the world, creating favorable conditions for an open and transparent investment and business environment, attracting strategic investors and multinational corporations. Contributing to creating competitive advantages and building this free trade center into a leading production and trade center in Vietnam, facilitating trade, applying breakthrough and outstanding mechanisms and policies according to the Resolution of the National Assembly.
Deputy Prime Minister Tran Hong Ha gave a speech at the Conference
Speaking at the conference, Deputy Prime Minister Tran Hong Ha emphasized that the Southern coastal economic zone of Hai Phong represents the will, aspiration and vision of a new era, a stage of development to a new height of Hai Phong. To successfully build the economic zone, Deputy Prime Minister Tran Hong Ha suggested that Hai Phong promote its advantages in terms of economy, politics and culture. Along with that, develop multi-purpose infrastructure, complementing each other between transport infrastructure and energy infrastructure, water supply, drainage and telecommunications.
Receiving the direction of Deputy Prime Minister Tran Hong Ha, on behalf of the City's leaders, Mr. Nguyen Van Tung, Chairman of Hai Phong City People's Committee respectfully thanked the attention, leadership and direction of the Government, Deputy Prime Minister Tran Hong Ha personally and the Central Committees, Ministries and branches, creating an important legal corridor for Hai Phong to develop and complete socio-economic goals in the coming period. At the same time, the City will develop a specific plan to implement the construction of the Economic Zone.
Mr. Nguyen Van Tung, Chairman of Hai Phong City People's Committee, received the direction of the Deputy Prime Minister.
In addition, the Chairman of the Hai Phong City People's Committee proposed that the Government pay attention to investing in infrastructure projects after the port, dredging the deep-water port channel, implementing the Ninh Binh - Hai Phong expressway, finding solutions to remove obstacles in the coastal road project, and soon giving opinions on the general adjustment of the Dinh Vu - Cat Hai Economic Zone.
The Hai Phong Southern Coastal Economic Zone will “race” to welcome the “wave” of investment from large domestic and foreign corporations and enterprises heading to Hai Phong, especially in the chip, semiconductor and electronics industries. At that time, the Hai Phong Southern Coastal Economic Zone will be the only place in Vietnam to date implementing high integration policies, creating outstanding advantages to attract foreign investment, and being competitive enough in the region.
