Deputy Prime Minister Tran Hong Ha has just signed Decision No. 1511/QD-TTg dated December 4, 12 to establish the Southern Coastal Economic Zone of Hai Phong, Hai Phong city.

According to the Decision, the Southern Coastal Economic Zone (EZ) of Hai Phong has an area of ​​20.000 hectares (of which about 2.909 hectares is reclaimed land), located in the Southeast of Hai Phong City; with geographical coordinates from 20°35'50” to 20°45'35” North latitude and from 106°32'8” to 106°49'15” East longitude.

The Southern Hai Phong Coastal Economic Zone has functional areas that are suitable for the development goals of the Economic Zone. The scale and location of each functional area are determined in the general planning of the Southern Hai Phong Coastal Economic Zone approved by competent authorities.

The main development objective of the Southern Hai Phong coastal economic zone is to maximize the advantages of its international gateway location, industrial development foundation, and seaport services in connecting the economy, trade, and services with neighboring areas and internationally. Closely combine investment attraction, economic development with ensuring national defense, security, preserving and promoting the value of marine ecosystems, historical and cultural relics, and ensuring social security.

At the same time, build and develop the Southern Hai Phong coastal economic zone into a comprehensive, multi-industry, multi-functional coastal economic zone, following the green growth model, circular economy, sustainable development; focusing on the fields of high-tech industry, seaport services and modern logistics. Being the main economic growth driver of Hai Phong with synchronous infrastructure, a transparent, open and favorable investment and business environment, including a free trade zone with breakthrough and outstanding mechanisms and policies being applied in successful free trade zones in the world. Being a pioneering marine economic center, with the function of supporting and connecting with other coastal economic zones, creating development momentum for the Red River Delta region.

Create jobs, train and improve the quality of human resources, increase income for people. Activities, mechanisms, policies and management organization for the Southern coastal economic zone of Hai Phong are implemented according to the provisions of the law on industrial parks, economic zones, investment laws and relevant legal provisions.

Also according to the Decision, the period up to 2025: Organize the preparation of a general planning for the Economic Zone, submit it to competent authorities for approval; organize the preparation and approval of functional zoning plans in the Economic Zone; invest in a number of traffic infrastructure and technical infrastructure works.

Phase 2026 - 2030: Implement investment in construction of functional areas in the economic zone; Nam Do Son port projects, urban development projects, technical infrastructure projects inside and outside the fence of industrial parks, industrial clusters, road traffic projects, social housing and other social infrastructure works. Phase after 2030: Implement the remaining investment items.

The Deputy Prime Minister assigned the People's Committee of Hai Phong City to be responsible for the accuracy of information and data reported on the Project to establish the Southern Hai Phong Coastal Economic Zone; ensure the feasibility of the capital mobilization plan and investment phases; develop a specific list of priority investment projects, especially technical infrastructure works, social infrastructure in the Economic Zone, and traffic connections inside and outside the Economic Zone.

Hai Phong City People's Committee ensures the socio-economic efficiency of the Economic Zone towards sustainable development through solving social security issues, converting jobs for people whose land has been recovered. Effectively implement environmental protection; prevent and respond to natural disasters and impacts of climate change. Specify solutions and indicators on environmental protection in the development space arrangement plan of the Economic Zone; implement the commitment to reforestation, ensure diversity and mangrove ecosystem; closely monitor sea encroachment, construction investment activities, and discharge into the environment in the Economic Zone according to the provisions of law on environmental protection, water resources, and minimize negative impacts on the ecosystem and marine environment.

New key and important driving force

The Southern Coastal Economic Zone of Hai Phong is a multi-industry 3.0 generation eco-economic zone, focusing on high-tech industry, seaports, modern logistics and smart cities. By 2030, the Southern Coastal Economic Zone of Hai Phong will become the main driving force of the Hai Phong city economy, equivalent to 80% of the capacity of Dinh Vu - Cat Hai Economic Zone. This second economic zone will play a particularly important role in connecting with neighboring economic zones, forming a chain of coastal economic zones, serving as a driving force for the development of the whole region. In addition, the Southern Coastal Economic Zone is also expected to contribute VND 2 billion to the budget and create 550.000 jobs.

With a strategic location, the gateway to the sea of ​​the North, Hai Phong is located in the northern growth driving region (Hanoi - Hai Phong - Quang Ninh), in the economic corridor Kunming (China) - Lao Cai – Hanoi – Hai Phong – Quang Ninh; economic corridor Nanning (China) - Lang Son - Hanoi - Hai Phong - Quang Ninh; Coastal economic corridor (Quang Ninh - Hai Phong - Thai Binh - Nam Dinh - Ninh Binh), plays a particularly important role. Building the Southern Coastal Economic Zone is not only for Hai Phong but also creates regional development links, increases national competitiveness, takes full advantage of the strategic location and transport infrastructure connecting the growing region. gradually perfected.

In addition, the coastal road running through the center of Hai Phong's southern coastal economic zone is gradually taking shape. At the same time, the Ninh Binh - Hai Phong expressway is planned to be completed before 2030, which will help goods from the Northern coastal provinces shorten the connection distance and conveniently connect with Nam Do Son port.

In the trend of developing an "open" economy, Hai Phong's space can also open up to the Southwest region of China, directly to the two provinces of Guangxi and Yunnan when the Ministry of Transport is developing a research report. Investigate the feasibility of building a new railway route Lao Cai - Hanoi - Hai Phong - Quang Ninh connecting with Kunming, Yunnan province of China. Along with seaports, highways, railways, and inland waterways, the southern coastal economic zone is planning to build an international airport in Tien Lang district with a capacity of 12 million passengers/year.
